✨رقابت چه زمانی موجب افزایش کیفیت می‌شود؟ وزیر صمت دولت سیزدهم خبر داده است که برای ایجاد رقابت و افزایش کیفیت محصولات، واردات لوازم خانگی آزاد خواهد شد. یکی از تجویزهای اقتصاد متعارف برای افزایش کیفیت محصولات، ایجاد رقابت است. می‌گویند مرزهای تجاری اگر برداشته شود و تولیدکنندگان داخلی و خارجی با یکدیگر رقابت کنند، طبیعتا چون مصرف‌کنندگان کالای باکیفیت را انتخاب خواهند کرد، تولیدکنندگان یا باید کیفیت را افزایش دهند، یا از بازار خارج شوند. منطق حاکم بر این ایده، کاملا صحیح است. اما سوال باید کرد که آیا این معادله که نتیجه رقابت، فشار بازار روی تولیدکننده برای ارتقای کیفیت است، همواره صادق است؟ پاسخ منفی است. رقابت تنها و تنها زمانی منجر به افزایش کیفیت می‌شود که تمامی تولیدکنندگان دسترسی یکسانی به عوامل تولید- به ویژه فناوری- داشته باشند. اگر یک تولیدکننده خارجی که دسترسی‌های آزاد به فناوری دارد، در رقابت با یک تولیدکننده داخلی محروم از فناوری قرار گیرد، فشار بازار به هیچ وجه موجب ارتقای کیفیت تولید داخلی نخواهد شد. نتیجه این رقابت، حذف تولیدکننده داخلی از بازار و وابستگی کشور به واردات است. چون اینجا دیگر نه‌تنها کیفیت تحت اختیار و اراده تولیدکننده نیست، بلکه او از فناوری ضروری نیز محروم است. لذا رقابت منجر به کیفیت، زمانی معنی پیدا می‌کند که تولیدکنندگان رقیب، دسترسی برابر به عوامل تولید داشته باشند. کسانی که در شرایط نابرابر، رقابت را تجویز می‌کنند، به خوبی می‌دانند که نتیجه این رقابت نابرابر افزایش کیفیت نیست، حذف تولیدکننده داخلی است. اینجاست که دولت باید سیاستی هوشمندانه اتخاذ کند. در صنایعی که تولیدکنندگان داخلی و خارجی دسترسی یکسان به فناوری دارند، اجازه رقابت داده شود تا کیفیت افزایش و قیمت کاهش یابد. اما در صنایعی که تولیدکنندگان داخلی از فناوری‌های روز محروم‌اند، از محل منابع عمومی برای تحصیل فناوری روز هزینه نماید. سوال اینجاست که آیا تولیدکنندگان لوازم خانگی ایرانی و کره‌ای، دسترسی یکسان به فناوری دارند؟ پاسخ مع الاسف خیر است. ممکن است کسانی بگویند اشکالی ندارد که صنایعی که در آنها مزیت نداریم، در اثر رقابت تعطیل شود. این یک بحث دیگر است و نباید ریاکارانه تحت پوشش "رقابت برای کیفیت" مطرح شود. در جای دیگر بحث کرده‌ام که بسیاری از مزیت‌ها، طبیعی و خدادادی نیست که به‌سادگی بگوئیم نداریم و از آن عبور کنیم. مزیت، اکتسابی است و باید برای رسیدن به آن، تلاش کرد چنانکه دیگران تلاش کرده‌اند. اگر مزیت کسب نکنیم، و در کسب مزیت‌ها از دیگران عقب بمانیم، اساسا کالاهایی برای صادرات و کسب درآمد ارزی نخواهیم داشت که آن ارز را صرف واردات کالاهای با کیفیت خارجی کنیم. اگر به بند ۳ سیاست‌های کلی اقتصاد مقاومتی توجه کنید، بر "رقابت بین مناطق و استان‌ها" تاکید شده است. چنین رقابتی، بلاتردید منجر به ارتقای کیفیت می‌شود چرا که دولت در چارچوب مرزهای سرزمینی، می‌تواند برای تولیدکنندگان داخلی، دسترسی برابری در عوامل تولید فراهم کند. @syjebraily
